World Drowning Prevention Day 25th July 2024

Every year, an estimated 236,000 people drown, making drowning a major public health problem worldwide. Drowning is one of the leading causes of death globally for children and young people aged 1-24 years. Drowning is the 3rd leading cause of unintentional injury death, accounting for 7% of all injury-related deaths.

The global burden of death from drowning is felt in all economies and regions, however:
  • low- and middle-income countries account for over 90% of unintentional drowning deaths;
  • over half of the world's drowning occurs in the WHO Western Pacific Region and WHO South-East Asia Region;
  • drowning death rates are highest in the WHO Western Pacific Region, and are 27-32 times higher than those seen in the United Kingdom or Germany, respectively.

World Drowning Prevention Day

World Drowning Prevention Day, declared in April 2021 by General Assembly resolution A/RES/75/273 <https://undocs.org/en/A/RES/75/273>, is held annually on 25 July. This global advocacy event serves as an opportunity to highlight the tragic and profound impact of drowning on families and communities and to offer life-saving solutions to prevent it.

In your country, are there any initiatives to prevent drowning?

Here are some of the measures shared at the United Nations web site.
  • installing barriers controlling access to water;
  • providing safe places away from water such as crèches for pre-school children with capable childcare;
  • teaching swimming, water safety and safe rescue skills;
  • training bystanders in safe rescue and resuscitation;
  • setting and enforcing safe boating, shipping and ferry regulations;
  • improving flood risk management.

"THREE DAYS AFTER THE JANUARY 14, 1907, JAMAICAN EARTHQUAKE, two American naval ships, the Missouri and the Indiana, alerted by their newly installed radio receivers, moored in Kingston Harbour and disembarked sailors who patrolled the streets, shared provisions, and brought the injured to the ship's hospital. ...

When the island's British governor, Alexander Swettenham, discovered the American presence, he was apoplectic and demanded an immediate re-embarkation and expelled the US ships. The diplomatic crisis was only resolved weeks later after the governor issued a formal apology and resigned.

The incident highlighted the need for international protocols around disaster diplomacy. To attend another country's catastrophe you need an invitation. The following year the first rescuers in Messina the day after the December 28, 1908, earthquake were sailors from the Russian cruiser Admiral Makarov, accompanied by two naval escorts that happened to have been moored down the coast at Augusta. Within days, rival fleets arrived from Britain, France, and the United States.

A catastrophe now provided the unanticipated world stage on which nations projected their international status through the strength and speed of their humanitarian missions. Kurt Waldheim, secretary-general of the United Nations, said in 1978: "Four years ago I believed that humanitarian relief was above politics. Now I know that humanitarian relief is politics." pp.201-202.

Are the lines open? Is the train running? "Wigan Coal and Iron"

"Nos. 7 and 8 pits were a short distance away from the main colliery and were known as Brookside or New Zealand Pits. No coal was raised at these pits when Wigan Coal Corporation took over, but they were used for pumping and ventilation. Shortly afterwards (in 1931) they were filled up.

Wigan Coal and Iron

A very tragic and bizarre accident happened here on 13th April 1945 when Ludovic Berry, a locomotive driver employed by the Coal Corporation, was moving 13 loaded wagons in sidings over the filled up No. 7 shaft which was 12ft. diameter and 400 yd. deep. Suddenly the ground collapsed under the leading wagon which fell into a large cavity followed by the rest of the train and the locomotive at an accelerating pace. The locomotive with all wheels locked by the brakes and the driver still at the controls was dragged into the shaft by the wagons and came to rest wedged in a vertical position with the smokebox uppermost 127 ft. down the shaft. The total length of the train was 283 ft. and there were indications on the rails that the brakes had been applied when the train was 226 ft. from the crater. This crater was 52 ft. long and 34 ft. wide. The body of the driver was never recovered, owing to the dangerous condition of the ground surrounding the cavity." p.181.
