"Infodemic managers understand the potential for misinformation to grow rapidly and cause harm. There is evidence of rumours spreading quickly and impacting poorly on public health, public trust and vaccine acceptance. Yet every piece of viral misinformation starts small, as seen in the third frame above. At this stage, the little piece of misinformation looks innocent enough, all alone and quite innocuous. It probably doesn't have lots of social media interactions attached to it, it probably isn’t being shared very much.
Narrator: Friends, that little piece of misinformation had big plans
The image highlights why identifying information voids and emerging information hazards before they go viral is so important. If we can use the tools we have to listen to emerging concerns and questions and proactively identify information voids in conversations, we may be able to intervene early by filling in that conversation space in the third frame with high quality information before that piece of misinformation progresses to frame four. At WHO we are working with our partners on some useful tools for managing the COVID-19 infodemic. Keep an eye on the News Flash for more information."

I could instantly relate the image to the domains of Hodges' model as above.
