If property, especially housing and places of work are 'located' in an earthquake - seismic hazard zone then there must be laws and regulations that define and assure a level of resilience in the construction and / or time to evacuate. If people are living in high-rise accommodation then there must be governance, law, standards and tests to check the safety, strength, flame resistance of materials used in construction and fabrication.
