Book: Algorithmic Rule

ALGORITHMIC RULE
'The future is here and it is not simply digital; it is algorithmic. Algorithms now shape not only what we see and hear through the media, but also how public administrations function and how work is managed. Decisions about health, employment and even children’s education are increasingly outsourced to automated systems. This book explores the algorithmic present, and what can sometimes be described as algocracy – rule by algorithms. To navigate this new reality, we must ask not only technological but also democratic questions. This book is a guide to doing just that.
What national algorithmic scandals have already unfolded, and what lessons can be drawn from them? How is the future of work being reshaped, as employers rely on algorithmic management tools powered by constant workplace surveillance? Should artificial intelligence be allowed to make decisions in the public sector? Where can we find examples of local governments working for inclusion and transparency through open-source programming? How are institutions handling the massive and sensitive data flows that structure daily life? And what does it mean for democracy if the only face of the state becomes a ubiquitous chatbot?'

Do you ..."Fit the Description" ?


'4. RACIST VALUES EMBEDDED IN "AI" 
Racial prejudices have been found embedded in "AI" and algorithmic systems, including carceral systems which use surveillance techniques, facial recognition, and predictive metric to determine policing tactics, sentencing, and punishments. In 2018, demonstration of a Amazon`s Rekognition facial imaging system made false identification matches to 28 different congresspersons, linking their images to pictures found in mugshot databases (Snow 2018). This outcome is entirely explicable. First, digital cameras and imaging systems see Black and brown faces - and particularly the faces of Black and brown women - less well (Buolamwini and Gebru, 2018). Next, most existing facial recognition systems are trained on mugshot databases. Third, as Black people are over-policed, with many young Black men being spuriously said to have "Fit the Description," the mugshots of Black people are entered into police databases at a disproportionate rate. Then, those databases are used to train algorithmic surveillance systems on how to search for "predictors of criminality." We have even taught these systems to search for particular skin tones (Joseph and Lipp, 2018).' p.248.

Paper: "Control, Extract, Legitimate: COVID-19 and Digital Techno-opportunism across Africa" + Noma

Earlier this month in draft papers iii I mentioned a lengthy draft 12k words ... "Society, Technology and COVID19 in Hodges' model" which needs revision (COVID-19 waits for no person):

"COVID's source, global spread, national responses, and management are politicised; a memetic and geopolitical viral response (Kavanagh, Singh and Pillinger, 2021). The hope remains that globally we will get a grip of COVID and learn collectively; even as politics is in play (The Lancet. 2021). COVID revealed itself as signs and symptoms were reported and aggregated, patterns identified, and advice modified accordingly. Routine news was interrupted by a daily round of COVID briefings by governments, their representatives and
experts. Charts and statistics were presented, numbers crunched (mechanistically, of course). Some governments, in denial, face a legal charge. Comparisons of national cases and deaths are ongoing, hard truths (proverbial ‘cock-ups’) explained away — rationalised. The global distribution of COVID vaccinations, influenza and booster jabs, lays bare colonial traces of inequity and inequality. A further twist of the south and north seasonal oscillation.

COVID-19 is striking, simultaneously creating opacity and transparency. Accentuated and aggravated by populist governments, COVID is now marked as a pandemic and infodemic (Cinelli, et al, 2020). Post hoc governments and academia must understand the societal and cultural ramifications of news generation, dissemination, and outcomes."
Socio-technical approaches feature on this blog, in a published paper (bibliography) and in Hodges' model. Socio-Technical can help assure success but they must be tempered - shaped - by taking into consideration the individual (user's) psychology, benefit; and the political aspects - what are the costs, collective benefits and governance?

Data sharing, privacy, health, citizenry.... "Database State"

In February (2009) I ventured that the degree of sensitivity that members of the public ascribe to their personal data is undergoing quite a change. This change is not without its own chaotic dynamic since the change is one of general laissez faire, until an individual finds themselves 'wronged'. Then watch the litigation flow. That initial laissez faire attitude may please some in government as it makes it easier to introduce yet more data farming, gathering, and harvesting legislation and join up what are usually (or should be) disparate data repositories.

I don't read the gutter press and 'lighter' forms of reading, but the exposé in such publications that include - as per the market 'requirement' - very personal data, information and knowledge must have an influence on how the populous view their own data? For health and social care professionals of course they had better continue to hold 'personal data' in the 'highest of esteem', especially in these digitally conjoined times.

Last month The Joseph Rowntree Reform Trust published a report "Database State" calling in question the legality of several public sector databases. The response to these findings is awaited. ...

Statebook logoMeanwhile the website Statebook seeks to parody and yet make a point about the changing data times we live in. Whilst in response to such a critique there are calls for independent oversight, the difficulty lies in ensuring such bodies are not dentally challenged....
